E-Bike DefinitionA low-speed electric bicycle (e-bike) is defined as a two-wheeled bicycle with operable pedals where the motor provides assistance only while pedaling and ceases to provide assistance when the bicycle reaches a speed of 20 miles per hour.

Motorized Bicycle (Moped)A motorized bicycle, commonly referred to as a moped, is a pedal bicycle equipped with a motor capable of assisting up to speeds of 28 miles per hour and may be operated using a throttle.
Operator Requirements

Minimum AgeIndividuals must be at least 15 years of age to operate an e-bike in the State of New Jersey.

License RequirementOperators must possess a valid driver license, e-bike license, or e-bike permit issued by the New Jersey Motor Vehicle Commission.

Helmet RequirementA helmet is required for all e-bike operators, regardless of age.

Registration and InsuranceAll e-bikes must be properly registered with the New Jersey Motor Vehicle Commission and insured prior to operation on public roadways.
E-Bike License Process

Obtaining an E-Bike LicenseApplicants must be at least 15 years of age and schedule an appointment for an e-bike permit through the NJ MVC. The process includes passing a knowledge test and vision test, scheduling and passing a road test, and completing a 45-day practice period operating the e-bike during daylight hours. Upon successful completion, a license may be obtained at an NJ MVC Licensing Center. For additional information, visit the NJ MVC website HERE.
E-Bike Registration Process

Registering an E-BikeTo register an e-bike, the owner must obtain insurance, schedule a registration appointment, and provide identification along with proof of ownership. A Manufacturer’s Certificate of Origin (MCO) or bill of sale may be required. If documentation is unavailable, the Motor Vehicle Commission may accept an affidavit detailing the acquisition of ownership along with supporting documents. For registration information, visit HERE.
Common Violations

Unlicensed OperationOperating an e-bike without a valid license, permit, or driver license is a violation of New Jersey law.

Failure to Register or InsureOperating an unregistered or uninsured e-bike on public roadways is prohibited.

Helmet ViolationsFailure to wear a helmet while operating an e-bike is a violation regardless of the operator’s age.

Unsafe OperationReckless or unsafe operation, including failure to obey traffic laws, may result in enforcement action.
